Creating Clear Pathways for Care Staff

Creating Clear Pathways for Care Staff

Staff development can be difficult to plan when training needs, service demands and career ambitions vary across a team. Having a clear structure can help managers identify what employees need to learn, where they could progress and how that development supports the service.

The Care Workforce Pathway (CWP) gives adult social care providers in England a framework for doing this. It sets out the knowledge, skills, values and behaviours associated with different roles, helping employers make career development more structured and easier to discuss.

A clearer picture of career progression

Updated in July 2026, the Care Workforce Pathway now covers 18 role categories across direct care and supporting roles. These include care and support workers, enhanced care workers, supervisors, practice leaders, registered managers, learning and development practitioners and quality assurance leads.

For providers, this offers a way to look at development across the organisation rather than treating every role in isolation.

A new care worker might need to build their understanding of safe practice and person-centred support. An experienced worker may want to develop specialist knowledge or take on additional responsibilities, while someone preparing for a management role may need to strengthen their leadership skills.

The Pathway can help managers map these different stages and discuss what learning or experience could support an employee’s next step.

Making training count

Training is most useful when it relates directly to someone’s responsibilities and gives them knowledge they can apply at work.

Supervision and appraisals can help managers identify gaps, discuss career ambitions and agree appropriate learning. Training can then form part of a wider plan that also includes practical experience, feedback, mentoring and competency checks where required.

For example, staff may benefit from learning about mental capacity, health and safety, handling personal information or reflective practice. These subjects can support employees in understanding their responsibilities and thinking more carefully about their approach to care.

The key is to select learning that matches the person’s role and development needs, rather than expecting every employee to follow the same training plan.

How Halo Staffing can support your CWP training

Halo Staffing offers online Care Workforce Pathway courses that providers can use as part of their staff development plans.

Topics such as:

  • Introduction to health, safety and wellbeing
  • Managing people’s personal information safely
  • Understanding mental capacity and how it can affect how you deliver support
  • Understanding people’s disability and circumstances
  • Understanding the benefits of reflective practice in your role as a Personal Assistant

Our courses can be purchased individually, and organisations can also use the group purchasing option to arrange learning for multiple employees.

These courses can sit alongside supervision, workplace learning and other development activities, helping your staff build their knowledge while working towards agreed objectives.

Give staff a clearer route to develop

Creating career pathways does not have to mean redesigning every role or introducing a completely new training programme. It can start with reviewing the skills your service needs, talking to employees about their ambitions and identifying learning that supports both.

A clearer approach can help you make more informed development decisions while giving your staff team a better understanding of the opportunities available to them.
